On April 1, 2020, Governor Doug Ducey made a request to U.S. Secretary of State and United States Department of Agriculture (USDA) Secretary to assist Arizona’s dairy farmers by finding solutions to remove barriers and allow important dairy exports from Arizona to Mexico. Ducey stated, "I respectfully request your assistance in working with the Mexican government to ensure that this flow of dairy products from Arizona producers to Mexican consumers can continue.”

Due to the current health crisis, the Mexican Ministry of Health announced it would cease administrative operations, halting the export of dairy products across the border from Arizona to Mexico. This decision quickly impacted Arizona dairy farmers and will only worsen if a temporary solution is not implemented. In his letter Ducey noted, " The dairy industry in Arizona is a crucial part of our local food supply, our export market, and Arizona agricultural sector. Unfortunately, the overseas markets for exported milk have fallen dramatically recently."
